The protest was jointly organised by the Agriculture and Veterinary Teachers’ Associations on the university’s main campus, as well as at various Krishi Vigyan Kendras and research centres across the state. The agitation was held in response to a call given by the Joint Action Committee (JAC), comprising teachers’ associations from all universities and government degree colleges in Himachal Pradesh.
As part of the protest, the teachers suspended academic activities for the day and expressed strong resentment against the state government and the authorities concerned. Faculty members from universities and government colleges across the state also joined the collective protest, demanding the immediate implementation of CAS promotions.
Representatives of the Agriculture and Veterinary Teachers’ Associations stated that despite repeated memorandums, meetings and appeals submitted to the government over the last three-and-a-half years, no concrete decision has been taken regarding the promotions. They alleged that while promotions are being carried out regularly in other state departments, university and college teachers continue to face prolonged delays.
The associations further stated that the government has no direct role in promotions conducted under the UGC-regulated Career Advancement Scheme, yet the process has allegedly been deliberately stalled. As a result, many teachers are reportedly retiring from the same posts to which they were initially appointed.
The teachers described the situation as a serious injustice and maintained that time-bound CAS promotions are a statutory right of faculty members. They added that such promotions are essential for encouraging academic excellence, research, and professional development among teachers.
Prof Janardan Singh, chairman of the Joint Action Committee, said that teachers have been discharging their academic, research, examination and administrative responsibilities with full dedication, but their genuine demands have been ignored continuously for more than three years.
The JAC demanded that the state government immediately implement all pending CAS promotions in universities and government colleges across Himachal Pradesh.
