The tribunal’s principal bench, headed by Justice Prakash Shrivastava along with expert member Dr Afroz Ahmad, during a hearing on April 2, directed the panel not only to probe the violations but also to recommend remedial measures and punitive action against those found responsible.
The NGT was acting on a petition filed by Bagga Ram, a resident of Nalagarh, who alleged that illegal mining activities had severely impacted agricultural land in Sauri village. According to the complaint, around 40 bighas of fertile land have been lost due to unregulated extraction carried out in violation of the Sustainable Sand Mining Guidelines, 2016, and conditions laid down in environmental clearances.
Earlier findings by a separate inspection committee had already lent weight to these claims, noting that excavation at the site exceeded 20 feet in depth. Concerns were also raised about mining leases being granted beyond permissible replenishment capacity, leading to damage to farmland and even affecting three residential structures.
The newly formed panel, comprising representatives from the Central Pollution Control Board, the Ministry of Environment, Forest and Climate Change and the Solan Deputy Commissioner, has been asked to submit its report within eight weeks.
