Himachal Pradesh कांग्रेस का ध्यान प्रदर्शन पर

At the centre of this overhaul is a digital application being developed to track the performance of office-bearers across levels — from the state executive committee to district and block presidents. The app will categorise leaders into three performance bands: green for top performers, yellow for average performers and red for those falling short. While those in the green zone are likely to be rewarded, those languishing in the red zone risk removal if they fail to improve promptly. Leaders in the yellow category will be expected to step up their efforts to move into the top bracket.

To ensure close monitoring, dedicated control rooms will be established at both the state and AICC levels. Performance evaluation will be systematic and time-bound — district presidents will undergo quarterly reviews, while block presidents will be assessed on a monthly basis. This structured scrutiny aims to instil discipline and enhance organisational efficiency.

In addition, members of the state executive committee who are assigned specific districts and Assembly segments will be required to spend substantial time in their respective areas. Their activities will not remain undocumented; they must upload photographs and detailed reports of programmes conducted on the app. This real-time documentation will form a key basis for performance assessment.

The initiative is not solely punitive. The party is equally focused on incentivising strong performers. At a recent workshop for newly appointed district presidents in New Delhi, the leadership emphasised that future candidates for Lok Sabha, Rajya Sabha and Vidhan Sabha elections would increasingly be selected from among high-performing district presidents. The recent elevation of a district president to the Rajya Sabha has already been cited within party circles as an example of this emerging trend.

The broader objective is organisational strengthening. The leadership has stressed the need to build a robust structure from the booth level upwards, particularly to counter the BJP’s well-oiled grassroots machinery.

To support this transformation, a 10-day training workshop is commencing in Dharamsala, where district presidents will be briefed on their roles, responsibilities and operational strategies. The programme is designed to equip them with practical tools to build and sustain a strong organisational network across the state. Senior leadership is expected to participate towards the concluding phase, underlining the importance attached to this organisational reset.

Regular reviews — monthly for block presidents and quarterly for district heads — will determine their standing. Leaders must upload proof of grassroots activity, ensuring transparency

Non-performers risk removal, while strong performers may secure electoral ticket in the future. Alongside monitoring, training workshops aim to build organisational capacity, signalling a shift from patronage-driven roles to measurable political performance

In a clear message to party functionaries, it is now a matter of “perform or perish”, with both the state leadership and the All India Congress Committee (AICC) set to continuously monitor their work.
