The action came after several irregularities were found in the allocation of election symbols in the Gram Panchayat Dalgaon under the Rohru development block. The DEO has fixed the office of the BDO as his headquarters during his suspension period.
Chauhan, who is posted as group instructor at the Government Industrial Training Institute, Samarkot in Rohru, had been appointed as ARO for the panchayat on May 6. He was assigned to allot election symbols to candidates on May 15 after the final date for withdrawal of nominations.
However, during the inquiry, it was found that the allocation of election symbols was not carried out in accordance with the guidelines issued by the State Election Commission.
As per the orders issued by the DEO, it has been mentioned that election symbols were required to be allotted according to the Hindi alphabetical order and the serial numbers notified by the State Election Commission. “The procedure is prescribed under Rule 42 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994,” the DEO said.
It was observed that the ARO failed to follow the prescribed rules and procedures while allotting symbols and distributed them in violation of the provisions, making it a serious procedural lapse and gross negligence in duty.
The order further stated that the irregularity disrupted the smooth conduct of the election process and adversely affected the administrative system.
