Himachal Chief Secretary orders Vigilance probe into violations in RERA-approved projects

A letter dated May 7, 2026, written by Suneel Verma, Additional Secretary (Housing), on behalf of Chief Secretary Sanjay Gupta, has asked the Vigilance Bureau to procure the relevant records and documents relating to all Joint Development Agreement (JDA) real estate projects from RERA.

“The procurement of all such records may be examined to find out any irregularities, especially in cases involving non-agriculturalists. It may also be examined whether RERA has performed its duty as per the RERA Act, regarding checking of revenue records and the financial capability of the promoter,” the letter states.

The Chief Secretary has asked the Vigilance Bureau to seek details specifically regarding RERA-registered JDA projects where partners are non-agriculturalists, and JDA projects cancelled with RERA’s approval.

“Since the Vigilance Department is empowered to procure records from any department in matters involving suspicion of corruption or irregularities, you are requested to procure all documents pertaining to all JDA projects between Himachali agriculturalists and non-agriculturalists that have been approved by RERA,” the letter says.

The Vigilance Bureau has been directed to furnish the complete details sought by the Chief Secretary within 15 days. The letter also mentions that despite repeated requests and reminders, the requisite information and documents have not been supplied by RERA so far.

The latest letter from the Chief Secretary comes on the heels of the controversy surrounding the Chester Hill housing project in Solan district. The Deputy Commissioner, Solan, is looking into the alleged violations in the Chester Hill housing project, with BJP making it a major political issue.

Allegations of irregularities in the Chester Hill housing project had brought two retired chief secretaries — Srikant Baldi and RD Dhiman (now RERA chairman) — and sitting Chief Secretary Sanjay Gupta face-to-face. The three had exchanged allegations on the issue, causing major embarrassment to the state government.

Gupta, in his letter dated April 9, 2026, had sought a report from the RERA chairman within 15 days on the alleged inaction against the Chester Hill promoters while two former chief secretaries headed RERA. Gupta had also sought a report from RERA on social media posts alleging irregularities in the project, citing the impact it could have on consumers who had invested their life savings in these housing projects.

Having received no response from RERA, Gupta has now sought the help of the Vigilance Bureau to get the suspected violations of Section 118 in JDA projects verified. RERA is presently headed by RD Dhiman, a former chief secretary.
