He alleged that a case had been registered against former councillor Devinder Singh Jaggi in connection with a scam involving the leasing of Municipal Corporation property, which reportedly caused a huge loss to the public exchequer. He added that the Municipal Corporation received only Rs 18.39 lakh as rent while around Rs 1.61 crore was allegedly earned through sub-leasing arrangements.

Bikram alleged that the Congress-led Municipal Corporation under former Mayor Neenu Sharma had proposed a tenfold increase in the electricity cess in the 2025-26 budget from 1 paisa per unit to 10 paise per unit and thereby imposing an additional burden on residents.

He said that the Dharamsala bus stand project remained incomplete for years due to land disputes, administrative inefficiency and delay in the grant of approvals. He claimed that repeated announcements and foundation stone ceremonies failed to provide any relief to the public. Bikram alleged a “tender mafia” was active in the Municipal Corporation and a handful of contractors were controlling around 80 per cent of civic works. He accused the Congress administration of promoting commission-based allotment of tenders and irregularities in public works.

He said that local residents had been facing a severe shortage of water for months after the main pipeline of the Gaj Khad scheme was damaged in a landslide last year. He also highlighted the poor condition of roads in Khaniara, Indrunag and adjoining areas following the monsoon.

He alleged that the democratic functioning of the civic body had collapsed and no House meeting had been held for nearly two years, leaving several public grievances unresolved. He added that the people of Dharamsala were prepared to hold the Congress accountable for corruption and misgovernance in the civic elections.
