At the centre of the verdict is BJP MLA Sudhir Sharma, whose political influence faced its biggest test since his dramatic exit from the Congress in 2024. A former Congress minister, Sharma’s switch to the BJP transformed Dharamsala into a high-stakes battleground, with the constituency becoming a focal point of the ongoing political rivalry between him and Chief Minister Sukhvinder Singh Sukhu.
The result assumes greater significance as it comes against the backdrop of the Congress’ strong performance in recent Urban Local Body (ULB) elections across Kangra district. The Congress hoped to carry that momentum into Dharamsala, the state’s most prominent municipal corporation. Instead, the BJP halted the ruling party’s urban march and re-established its dominance in the hill town.
Unlike previous elections, the BJP opted for a bold course correction. Several sitting councillors and established leaders were denied tickets as the party projected a new team under a narrative of change. The gamble carried risks, triggering rebellion from leaders such as former Mayor Onkar Chand Nehria and former Deputy Mayor Tajinder Kaur. Yet the electorate largely endorsed the BJP’s strategy, handing victories to several first-time candidates while rejecting most rebel challengers.
The verdict also strengthens Sharma’s standing within the BJP. While he successfully retained the Dharamsala Assembly seat after joining the party, questions persisted over whether his personal influence could translate into organisational success in local elections. The MC results provide a strong answer. Winning a comfortable majority in a corporation where both parties invested enormous political capital reinforces Sharma’s position as one of the BJP’s most influential leaders in Kangra.
For the Congress, the result is a setback despite retaining a handful of traditional strongholds. Outgoing Mayor Neenu Sharma successfully defended her ward, but the party failed to expand beyond its core pockets. The defeats of former Mayor Rajni and senior Congress leader Suresh Kumar underscored the party’s struggles.
The election also helped the BJP erase memories of an embarrassing chapter from the previous municipal cycle. In the 2021 MC polls, the party had won 10 of the 17 wards against the Congress’ five. However, despite enjoying a majority, it lost the mayoral election in 2023 after cross-voting by some of its councillors enabled the Congress to capture the corporation’s top post.
While municipal elections are often shaped by local issues, the Dharamsala verdict carries a broader political message. For the BJP, it marks a significant comeback after recent setbacks elsewhere and for Congress time to rework its strategy.
