In a statement issued here, Jamwal termed the move a reflection of the government’s “confused and unstable” administrative functioning. He said appointing an officer to such a crucial administrative post for merely four to five days amounted to making a mockery of the system and could adversely impact the morale of officers in the state bureaucracy.
He pointed out that Sanjay Gupta had already been serving as the Acting Chief Secretary with additional charge since October 1, 2025, and questioned the government’s decision to formalise the appointment just ahead of his retirement.
Alleging that the Congress government was functioning in an authoritarian manner, Jamwal claimed that officers were being pressured while administrative decisions were being taken. He further said the government was prioritising politically motivated decisions instead of strengthening the state’s administrative structure.
