जमवाल ने आरोप लगाया कि कांग्रेस सरकार ने जानबूझकर मंडी नगर निगम क्षेत्र में परियोजनाओं को बाधित किया और रिक्त पदों को भरने में असफल रही, जिसके परिणामस्वरूप विकास निधि अनुपयोगी रहीं। उन्होंने कहा कि सरकार ने 250 करोड़ रुपये की शिव धाम परियोजना को रोक दिया और केंद्रीय वित्तीय मंजूरी के बावजूद प्रस्तावित मंडी हवाई अड्डा परियोजना पर काम को रोक दिया। भाजपा ने सरकार पर स्थानीय निकाय चुनाव में देरी करने का आरोप लगाया, जिसमें प्रशासनिक रणनीतियों को अपनाया गया और आपदा प्रबंधन अधिनियम का दुरुपयोग किया गया।
भ्रष्टाचार और अनियमितताएं
