Residents claim the identified location is vulnerable to large-scale avalanches, with risks extending up to 200 metres from the proposed construction area. They said despite raising objections during earlier consultations, survey activities have resumed, triggering fresh unrest.

“We are not against development, but safety cannot be compromised,” said Pradeep Azad, vice-pradhan of the panchayat, adding that alternative locations — either ahead of or behind the current site — should be explored to ensure long-term safety.

In protest, tourism-related services, including hotels, homestays, restaurants and adventure activities, remained suspended for four days from April 21 to 24.

Normalcy resumed after a delegation from Koksar met Chief Minister Sukhvinder Singh Sukhu in Shimla under the leadership of Anuradha Rana. The CM assured the delegation that the matter would be examined and taken up with the Central authorities concerned.

MLA Anuradha Rana said the project involves diversion of water from the Chandra river into the Beas in Kullu through a tunnel, for which a barrage has been proposed in the Koksar region. She noted that the avalanche-prone terrain raises serious safety concerns for residents of Dimpuk village.

“A delegation met the CM and apprised him of public concerns over the ongoing survey. He has assured us that the issue will be taken up with the Centre for necessary action. We are hopeful of a positive outcome,” she said.

Residents remain firm on their demand for relocation of the proposed site, stressing that development must align with environmental safety and community well-being.
