The directions were issued during a district-level preparedness review meeting chaired by Deputy Commissioner and Chairman of the District Disaster Management Authority, Mukesh Repaswal, at the district headquarters.
Reviewing the preparedness of various departments, the DC stressed the need for coordinated action and better response mechanisms based on lessons learnt during last year’s monsoon disasters.
Repaswal instructed all SDMs to identify at least one or two suitable relief camp locations in every tehsil so that displaced residents could be accommodated immediately in the event of landslides, flash floods or other emergencies.
He also directed telecom officials to ensure alternative communication arrangements during disasters to avoid disruption in emergency coordination and public communication.
The Public Works Department was asked to keep adequate machinery ready for restoration of roads and uninterrupted traffic movement on major routes during heavy rains. Officials of the National Highways Authority of India, and Chamba Municipal Council were also instructed to clean and maintain drainage systems in urban areas and vulnerable locations before the onset of monsoon to prevent waterlogging and related incidents.
The Jal Shakti Department was directed to ensure emergency drinking water supply through tankers wherever required during disasters. Officials were also asked to maintain sufficient distance between drinking water pipelines and sewerage lines to prevent contamination during the rainy season.
The Health Department was instructed to maintain adequate stocks of essential medicines and ensure that ambulances and emergency response vehicles remain fully functional during the monsoon.
Representatives from the Agriculture, Horticulture and Animal Husbandry Departments were directed to submit timely and detailed reports of losses suffered by farmers and orchardists during disasters so that compensation and relief could be provided without delay.
The DC also reviewed preparedness measures with representatives of hydroelectric power projects operating in the district. He instructed them to strengthen warning systems at project sites and ensure effective dissemination of alerts using sirens, public address systems and social media platforms through local public representatives.
Officials from the Public Works Department, Jal Shakti Department, Electricity Board, Food and Civil Supplies Department, Police Department, Education Department, National Highways Authority and hydroelectric projects attended the meeting and presented their preparedness plans for the upcoming monsoon season.
