The university’s financial position has steadily deteriorated over the past few years due to declining government support. While it had received around Rs 121 crore as grant-in-aid a few years ago, only Rs 109 crore has been approved for the current financial year. The allocation is Rs 11 crore lower than last year, placing additional strain on the institution’s finances.In view of the shrinking government support, the university management was advised to focus on generating its own resources.
Among the proposals discussed was the utilisation of nearly 520 hectares of vacant university land through the public-private partnership (PPP) mode.

The measure is expected to help the institution create sustainable revenue streams while reducing dependence on government grants.The university is also grappling with a mounting pension liability of nearly Rs 125 crore. The outstanding amount includes gratuity, leave encashment, arrears and other retirement-related dues that have accumulated over several years. Officials acknowledged that meeting these commitments has become increasingly difficult amid the financial constraints.Another major concern raised during the meeting was the acute shortage of faculty, technical and non-teaching staff.
The staffing deficit has adversely affected the university’s academic functioning and its National Institutional Ranking Framework (NIRF) performance.

Against a sanctioned teaching strength of 420, only 233 positions are currently filled. The situation is expected to worsen further as nearly 60 to 65 employees across various categories retire every year.Addressing the Senate, Governor Gupta stressed the need to align academic programmes with the National Education Policy (NEP) 2020. He advocated the integration of emerging technologies such as artificial intelligence, data analytics and information technology into the curriculum to make students better prepared for future challenges.
He also called for the timely reconstitution of the Board of Management and encouraged stronger collaboration with financial institutions.The Governor inaugurated the Nakshatra Vatika and Swa-Rozgar Dham and laid the foundation stone of the Digital Knowledge Centre.
Several university-developed products were also launched on the occasion.Developed by blending Indian knowledge traditions, Ayurveda, biodiversity conservation and modern landscape design, the Nakshatra Vatika features 27 tree species associated with different Nakshatras. It also includes medicinal gardens, meditation areas, yoga facilities and sustainable infrastructure.The newly inaugurated Digital Knowledge Centre at the Satyanand Stokes Library is equipped with advanced digital resources and smart technologies. The facility will provide students and researchers access to more than 1.3 million books and over 500,000 journals, magazines and newspapers.Commending the university’s contribution to the farming community through the supply of quality planting material, seeds and modern agricultural technologies, the Governor underscored the importance of research excellence, climate-resilient agriculture, entrepreneurship and stronger linkages between farmers, academia and industry.
