Kangra set to test Cong, BJP’s grassroots strength

More than a contest for local bodies, the verdict is being viewed as a direct test of strength between the ruling Congress and the Opposition BJP in a district that has historically shaped the political destiny of Himachal Pradesh.

With 15 Assembly constituencies — more than any other district — Kangra remains the state’s most critical electoral battleground. Political analysts often describe it as the “road to power” in Himachal, with parties viewing success here as a barometer of their broader political standing.

While the municipal corporation elections were contested on party symbols, the ostensibly non-partisan PRI elections witnessed an unusually intense political battle. The BJP openly fielded and campaigned for candidates in all 54 Zila Parishad wards, effectively turning the election into a district-wide political showdown. The saffron party will be defending its dominance in the Zila Parishad, where it secured both the president and vice-president posts after the 2021 polls.

For Chief Minister Sukhvinder Singh Sukhu and the Congress, these elections represent the first major grassroots test in Kangra since the political crises of 2024. The party hopes a strong performance will validate its governance record and reinforce its claim that public support remains firmly behind the government despite persistent attacks from the Opposition.

The fiercest political battle is expected to play out in Dharamsala, the home turf of former minister and BJP MLA Sudhir Sharma, who has been at loggerheads with Chief Minister Sukhvinder Singh Sukhu. The outcome will be seen as a measure of his influence following his high-profile split from the Congress and subsequent alignment with the BJP.

For the BJP, the elections offer an opportunity to reassert its traditional dominance in Kangra and build a narrative of growing public dissatisfaction with the state government. The party’s decision to field fresh faces and deploy a battery of senior leaders in the campaign underscored the significance it attached to the contest.

Palampur could provide another key political indicator. Traditionally a Congress stronghold, it is a seat the BJP is hoping to breach.

Beyond wins and losses, Sunday’s results are expected to reveal which leaders command genuine grassroots influence and which party currently holds the advantage in Himachal’s most politically decisive district.
