Chairing a district-level meeting of the National Narcotics Coordination Portal (NCORD) in Dharamsala, the ADC reviewed various activities being undertaken to prevent and control substance abuse in the district. The meeting focused on strengthening inter-departmental coordination and adopting a multi-pronged strategy to keep youth away from drugs.
Addressing the meeting, Vinay said officials from various departments would visit schools in 44 identified panchayats to sensitise students to the harmful effects of drugs and motivate them to adopt a healthy and positive lifestyle.
He said contact tracing in drug-related cases needed to be more effective so that law enforcement agencies could reach the supply chain and ensure strict action against those involved in narcotics trafficking. The ADC added that the district administration and police were continuously carrying out strict action against drug peddlers.
He further said illegal encroachments and properties linked to drug traffickers were being frozen, and if any government employee was found involved in such activities, strict disciplinary action would also be taken as per rules.
Highlighting the importance of the ‘Samvaad’ (Systematic Adolescent Management and Value Addition Dialogue) programme, the ADC directed the Education Department to activate Prahari Clubs constituted in schools. He said regular awareness activities should be organised under the programme to educate students about the ill effects of substance abuse.
Vinay instructed all schools in the district to immediately report any drug-related activity in and around their campuses to the police authorities. He also emphasised the need for organising regular workshops and counselling sessions to create awareness among students regarding the consequences of drug abuse.
The ADC said anti-drug awareness hoardings were being installed in all panchayats to spread awareness in rural areas about the social, economic and health impacts of drug addiction. He also stressed the need for regular inspections of private de-addiction centres and monthly evaluation of their functioning through an effective monitoring mechanism.
Additional Superintendent of Police (ANTF) Rajinder Kumar Jaswal, Chief Medical Officer Dr Vivek Karol, District Programme Officer (Health) Dr Anuradha, various district-level officials and NGO representatives attended the meeting while deputy SPs and block health officials joined virtually.
