The requirement of additional funds became a contentious issue as the Municipal Corporation officials pressed for the completion of the project at the approved cost. The issue remained unresolved and the work, which was halted in August last year, kept hanging fire for eight long months.
The municipal officials finally approved the additional work for Rs 50,000 after inspecting the project and concluding that some additional work was indeed required. The contractor restarted the work on the project and completed it last week, providing the much-needed relief to the residents of Housing Board area, Khaleen and Saproon, who can now easily walk along the four-lane highway.
“The completion of the pedestrian path is a welcome news. It will specially facilitate children, who had to use the traffic-prone national highway to commute from their homes to the school as well as to the market,” said Sohan, a resident of the Housing Board area of Solan.
Meanwhile, Municipal Commissioner Ekta Kapta said, “The project, which was awarded in February 2025, has been completed at a cost of Rs 19.3 lakh with a deviation of Rs 50,000.” She added that though the project was approved in 2024, it could not be awarded earlier due to the enforcement of the model code of conduct twice — first for the general elections and then for the mid-term election for the posts of Mayor and Deputy Mayor.”
Minister for Health and Family Welfare DR Shandil and Urban Development Minister Vikramaditya Singh had laid the foundation stone of the project in January 2025 amid fanfare. The proposed pedestrian path was slated to facilitate the residents of nearby wards to gain access to the Solan-Shimla highway. Five parties had bid for the work .
No pedestrian path or slip road was created after the construction of the four-lane highway in 2020. Though a slip road was constructed later to provide the local residents with a convenient approach to the highway, a pedestrian path was yet to be constructed.
“Since the residents of nearby wards like Housing Board, Khaleen and Saproon were facing inconvenience in safely navigating between the highway and the residential area, the demand to set up a pedestrian path was being raised since November 2021,” said Rajiv Kaura, former Deputy Mayor of the Solan Municipal Corporation. He rued undue delay in the completion of the project as it was meant to facilitate the local residents and schoolchildren.
