The protesters staged a “shirtless protest” outside the Secretariat and blocked the Circular Road connecting Shimla to Chotta Shimla, impacting the traffic movement on the road for a few hours. The protesters also raised slogans against the state government, accusing it of being insensitive about fulfilling its promises.

During the protest, they gave a one-week ultimatum to the state government to fulfill their demand, while threatening to intensify their movement. They further warned of committing “mass suicide” if their demand is not met by the government.

Rajesh Thakur, secretary of the association, said that visually impaired persons had been protesting for the past 918 days over their constitutional rights, but the government was not paying any heed to them. “The government is yet to take any step to fulfil our demands due to which there is a huge resentment amongst the visually impaired against the government.”

“We give the state government a one-week ultimatum to give us a written assurance that we will be allowed to have a meeting with the Chief Minister regarding our demands within the next seven days. If not, we will intensify our protest and will also gherao the CM’s official residence” he said.

He further said that around 1,100 posts reserved for the visually impaired persons were lying vacant in various departments.

This was the second major protest staged by the visually impaired in Shimla during April. Earlier on April 7, they had staged a major protest against the government during which they also carried out a rally from Chotta Shimla to the CM’s residence at Oakover, but were stopped midway by the police.
