Outstanding liabilities as a proportion of GSDP also remained stable at 28.7% and 28.3% respectively. Tamil Nadu's GSDP grew by 10.83% in 2025-26, following an 11.19% growth in 2024-25. The state is India's second-largest economy after Maharashtra, with a nominal GSDP of ₹35.29 lakh crore.

Finance Minister Wilson emphasized that the path to recovery lies in administrative efficiency. He stated, "There is absolutely no need to raise even a single tax. By upgrading our administrative system, enhancing the performance efficiency of our employees, plugging revenue leakages and eradicating corruption, we can naturally increase the government's revenue." He added, "A clean and honest administration inherently transforms into a complete fiscal asset."

The plan includes plugging revenue leakages in departments like commercial taxes, stamp duty, and mining, reducing procurement costs through competitive tendering, and structurally reforming public sector undertakings. The focus will shift from consumption expenditure to capital investment, as infrastructure investments can attract private investments.
