Key Facts

A special NIA court in Chennai has acquitted Khaja Moideen and his associate Ansar Meeran of all charges related to an alleged Islamic State (IS) terror network in India. The judgment, delivered on June 10, 2026, dealt a significant blow to the National Investigation Agency's (NIA) narrative that Moideen was a key recruiter and radicalizer for IS in Tamil Nadu, Kerala, and Karnataka.

Details of the Case

The NIA had registered a case in 2017, naming 10 individuals, mostly from Tamil Nadu, for allegedly being part of an IS module from 2013 to 2016. The agency claimed that Moideen and Haja Fakrudeen (absconding) created a terror module that raised funds, organized camps, recruited youth, and facilitated their travel to Syria to join IS. In 2018, the NIA filed a charge sheet against Moideen, Fakrudeen, Ansar Meeran, and Shakul Hameed (who later turned approver).

Court's Observations

The court categorically stated, “There is no evidence connecting Khaja Moideen and Ansar Meeran to any terrorist organisation including IS.” It further noted that there were no materials on record to show that they belonged to IS or recruited gullible youth for the group. The judgment also observed that the prosecution failed to prove a criminal conspiracy to join IS or wage war against Syria. The testimony of approvers Shakul Hameed and Mohammad Thabrez did not implicate Moideen or Meeran in any terrorist activity. The court ruled, “Merely having contact with each other will not be sufficient in order to prove the existence of conspiracy.”

Sentence for Ansar Meeran

While acquitted of terrorism charges, Ansar Meeran was sentenced to four years imprisonment for harboring Haja Fakrudeen, a Singapore national of Indian origin who allegedly radicalized people during his visits to Chennai in 2013 and was among the first to join IS from India in January 2014.

Background of Khaja Moideen

Moideen has been under investigation by multiple police agencies and has been shuttling between Tihar jail and prisons in Tamil Nadu. He is currently lodged in Bengaluru prison. His first arrest was by Tamil Nadu Police in 2004 for allegedly organizing a training camp in Nellikuppam. He was later arrested by Chennai police in July 2014 in connection with the murder of a Hindu Munnani member in June 2004. After being released on bail in July 2019, Delhi Police arrested him in 2020 following a brief shootout on alleged terror conspiracy charges.

Impact and Reactions

The acquittal is seen as a major embarrassment for the NIA, which had portrayed Moideen as a central figure in the IS network in India. The agency did not respond to queries regarding the judgment. The case highlights the challenges in proving terror conspiracy charges based solely on contacts and associations without concrete evidence of illegal acts.
