Key Facts

Karnataka Home Minister Priyank Kharge has formally written to Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat, seeking clarity on the legal basis under which the organisation operates. Citing the RSS's own 2025-2026 report, Kharge highlighted the group's extensive network in Karnataka, including thousands of daily shakhas and hundreds of route marches.

Details of the Letter

In his letter, Kharge requested that RSS depute authorised office-bearers to explain how an organisation of such magnitude functions without being formally registered as a legal entity or body of individuals under applicable laws. He referenced the report of the Akhil Bharatiya Pratinidhi Sabha, the RSS's highest decision-making body, which details the organisation's activities in Karnataka.

RSS Footprint in Karnataka

  • 4,127 daily shakhas (branches)
  • 1,389 weekly milans (meetings)
  • 60 monthly mandalis (groups)
  • 2,194 public meetings drawing 19.61 lakh participants
  • 562 route marches (2.5 to 3 km each) with 2.21 lakh uniformed participants

Kharge stated, “Such an extensive organisational presence cannot be treated as a private or informal arrangement. It raises legitimate questions about legal status, accountability, financial transparency, public order, permissions, sources of funding and compliance with the Constitution and laws of India.”

Impact and Reactions

The minister emphasised that in a constitutional democracy, no organisation can remain above scrutiny. He argued that the RSS, which often invokes nationalism and discipline, must demonstrate these values through transparency and compliance. “The RSS cannot ask ordinary Indians to follow rules while exempting itself from the same standards,” he said.

Kharge called upon the RSS to use its centenary year for constitutional introspection rather than mere celebration. “The best tribute it can pay to India is to register itself, disclose its activities and finances, pay all applicable taxes and function as transparent and accountable organisation within the framework of Indian law,” he added.

What Readers Should Know

This is not the first time Kharge has questioned the RSS's legal status. The organisation has historically operated as a cultural body without formal registration under societies or trust acts, a point of contention for many critics. The RSS has not yet responded to the letter.
