A delegation of the Himachal Pradesh State Electricity Board Employees Union, led by state president Ranveer Thakur, met with Chief Minister's Special Secretary Rajeev Kumar at the secretariat on Friday. The union highlighted that promotion files for field-level technical employees have been pending for the last three months. The delegation informed that about 200 technical employees, including T-Mate, Assistant Lineman, and Electrician, are deprived of promotions due to the delay in the Departmental Promotion Committee (DPC) process. The union demanded that the pending files be approved on priority to boost employee morale and career progression. Special Secretary Rajeev Kumar assured that the files have been called for and action will be taken soon.
After the meeting, the delegation also visited Kumar House and met with the Managing Director of the Electricity Board, Aditya Negi, to discuss pending promotions and vacant technical posts.
Jal Shakti Department Promotes 40 Junior Engineers
In a major administrative reshuffle, the state government has promoted 40 junior engineers (civil) to assistant engineer class-1 (gazetted) on a regular basis. The promotion was approved in the DPC meeting held on July 8, 2026, and a notification was issued after consultation with the Himachal Pradesh Public Service Commission. The promotions are under the Himachal Pradesh Civil Services (Revised) Pay Rules, 2022, and the officers will be placed in pay matrix level-18 (₹56,100-₹1,77,500).
The department believes that filling these vacant posts will expedite the implementation of water supply schemes and irrigation projects, improving rural drinking water systems and public health engineering works.

The promoted officers include 22 diploma holders and 18 graduate/AMIE junior engineers. The promotion order is subject to the final decision of various civil writ petitions pending in the Himachal Pradesh High Court.
