CBSE Pattern in Schools, But Infrastructure Fails: How Will Students Learn?
हिमाचल प्रदेश सरकार ने शिक्षा व्यवस्था में सुधार के लिए प्रदेश के करीब 150 स्कूलों को सीबीएसई (CBSE) पैटर्न पर चलाने का बड़ा फैसला तो ले लिया, लेकिन हकीकत यह है कि इन स्कूलों में ‘होमवर्क’ अभी भी अधूरा है। जिला ऊना के 8 स्कूलों सहित प्रदेश भर में नए सत्र की शुरुआत तो हो गई है, पर जमीनी स्तर पर तैयारियां शून्य नजर आ रही हैं। सबसे बड़ा संकट स्टाफ की भारी कमी का है, जिसने अभिभावकों और छात्रों की चिंता बढ़ा दी है।

While the new academic session has kicked off, including 8 schools in the Una district, the ground reality is far from promising. The biggest crisis? A severe shortage of teaching staff, leaving both parents and students in a state of deep concern.

गगरेट के सीबीएसई स्कूल अंबोटा की स्थिति सबसे ज्यादा चौंकाने वाली है। यहां पहली से बारहवीं तक की कक्षाएं चलाने की योजना है, लेकिन स्कूल में प्रिंसीपल का पद ही खाली पड़ा है। बिना मुखिया और बिना पर्याप्त शिक्षकों के आखिर ये स्कूल कैसे चलेंगे? दाखिले के लिए बच्चों और अभिभावकों में उत्साह तो है, लेकिन खाली क्लासरूम्स को देखकर यह उत्साह अब डर में बदल रहा है।
The situation at CBSE School Ambota in Gagret is particularly alarming. While the government plans to run classes from 1st to 12th grade here, even the post of Principal remains vacant. Without a leader or adequate teachers, how will these schools function? Although enrollment numbers show initial enthusiasm, the sight of empty classrooms is turning that excitement into anxiety.
शिक्षकों में मची तबादलों की होड़ | Teachers Rushing for Transfers
हैरानी की बात यह है कि जहां नए शिक्षकों की तैनाती होनी चाहिए थी, वहां पहले से मौजूद स्टाफ में तबादलों की होड़ (Transfer Rush) मची है। शिक्षकों के बीच इस बात का डर है कि अगर उन्होंने समय रहते मनपसंद स्टेशन नहीं लिया, तो उन्हें दूर-दराज के क्षेत्रों में भेज दिया जाएगा। कई शिक्षक तो ‘डीओ नोट’ के जरिए अपना तबादला सुरक्षित करने में लगे हैं।
Interestingly, instead of new appointments, the existing staff is caught in a scramble for transfers. Teachers fear that if they don’t secure a preferred location now, they might be moved to remote areas. Many are already lobbying through ‘DO notes’ to ensure they are posted elsewhere before the new system fully settles in.
सरकार के वादे और जमीनी हकीकत | Government Promises vs. Reality
सरकार ने इन स्कूलों के लिए एक अलग शिक्षक कैडर (Separate Teacher Cadre) बनाने का वादा किया था, लेकिन अभी तक इस दिशा में कोई ठोस कदम नहीं उठाया गया है। न तो कैडर का ढांचा तैयार है और न ही नियुक्तियों की कोई स्पष्ट प्रक्रिया। अभिभावकों का कहना है कि अगर जल्द ही स्टाफ की व्यवस्था नहीं हुई, तो बच्चों का भविष्य दांव पर लग जाएगा।
The government had promised a separate teacher cadre specifically for these CBSE schools, but no concrete steps have been taken yet. There is neither a finalized structure for the cadre nor a clear recruitment process. Parents are rightfully worried that without immediate staffing, their children’s academic future will be at risk.
शिक्षा विभाग का पक्ष | Education Department’s Stand
मामले की गंभीरता को देखते हुए शिक्षा उपनिदेशक अनिल तख्खी ने आश्वासन दिया है कि वर्तमान में स्कूलों में केवल एनरोलमेंट यानी दाखिले की प्रक्रिया चल रही है। उन्होंने दावा किया कि जल्द ही इन स्कूलों में शिक्षकों की नियमित तैनाती कर दी जाएगी ताकि पढ़ाई प्रभावित न हो।
Addressing the concerns, Deputy Director of Education Anil Takhhi stated that the enrollment process is currently underway. He assured that teacher appointments will be made soon to ensure that the students’ education does not suffer.
सिर्फ पैटर्न बदलने से शिक्षा का स्तर नहीं सुधरता; उसके लिए योग्य शिक्षक और मजबूत प्रबंधन की जरूरत होती है। सरकार को चाहिए कि कागजी घोषणाओं से हटकर जल्द से जल्द इन स्कूलों में स्टाफ की कमी को पूरा करे।
Simply changing the curriculum won’t improve the quality of education; it requires qualified teachers and robust management. It is high time the government moves beyond paperwork and addresses the staffing crisis immediately.
