Key Facts

The Border Guards Bangladesh (BGB) has deployed armed village defence volunteers at over a dozen locations along the international border with India in West Bengal and Tripura, according to Border Security Force (BSF) personnel. This move comes amid an intensified crackdown on undocumented immigrants and a policy of pushing back individuals suspected of dubious citizenship.

Details of the Deployment

Over the past week, BSF personnel at various locations in West Bengal and Tripura have reported multiple sightings of Bangladeshi villagers assisting BGB troops on their side of the border. These villagers are also monitoring fencing work that has commenced in nine districts of West Bengal. The sightings have been primarily concentrated in Bangladesh's border districts of Chapainawabganj, Thakurgaon, and Dinajpur, which share a border with West Bengal.

BSF officials confirmed that the Bangladesh Home Ministry has also deployed personnel from Bangladesh Ansar and the Village Defence Party—a paramilitary force—to help prevent people from fleeing back into Bangladesh. A BSF officer, speaking on condition of anonymity, stated: "Local villagers in both West Bengal and Tripura, along with BSF personnel on the ground, have spotted armed villagers doubling up as volunteers for the BGB. The villagers on our side were told by Bangladeshi citizens across the border that training was conducted by the BGB before deployment. This is due to the crackdown on infiltrators, which has also led to hundreds of Bangladeshi citizens voluntarily trying to flee back to Bangladesh. The BGB has trained villagers to guard the border round-the-clock in different shifts to ensure that even their own citizens do not enter illegally."

Impact on Border Dynamics

India shares a 4,096.70 km border with Bangladesh, of which West Bengal accounts for the longest stretch at 2,216.7 km. India maintains at least 1,185 border outposts along this frontier. Each year, the BSF arrests between 1,500 and 2,000 illegal immigrants who manage to cross the fence by bribing touts or exploiting unfenced terrain. The BGB's training and arming of villagers, while not against the rules, represents an aggressive posture given the current situation along the Indo-Bangladesh border.

In recent years, the issue of undocumented migrants has become a flashpoint in West Bengal and Assam assembly elections. The Union government has formed a committee to investigate demographic changes, and senior ministers have alleged that Bangladeshi migrants are entering India illegally. On June 7, West Bengal Chief Minister Suvendu Adhikari announced that the state government had sent back nearly 4,800 illegal immigrants and detained 836 in temporary centres. He also allocated land to the BSF for fencing approximately 100 km of the border.

Standoffs and Diplomatic Engagement

Over the past two weeks, BSF and BGB personnel have been involved in standoffs at multiple locations over the repatriation of infiltrators detected by the BSF near the border. The latest incident occurred at the Mahendraganj border in Meghalaya. Flag meetings at the company commander level have been held in several places to resolve the issue of BGB refusing to accept infiltrators. In New Jalpaiguri, some Bangladeshi citizens had to be brought back to a holding centre because village volunteers initially stopped them, and BGB did not admit them as citizens.

The chiefs of the BSF and BGB are currently holding their scheduled biannual conference in New Delhi, which began on Monday. Ahead of the talks, BGB and the Bangladesh Home Ministry told local media that "illegal push-ins" of infiltrators and border-related matters would be part of the discussion. A BSF officer added: "In these recent cases, it was the village defence volunteers who objected to infiltrators entering their country back. As their side of the border does not have a fence, they are helping BGB ensure even their own citizens don’t return illegally. Maybe they also do not want to take a chance and don’t want to accept anyone claiming to be their citizens."
