Key Facts

Karnataka Minister Priyank Kharge on Tuesday reiterated his demand for bringing the Rashtriya Swayamsevak Sangh (RSS) under a formal legal framework, dismissing criticism from the Bharatiya Janata Party (BJP). He asserted that seeking transparency and accountability from an organization with significant public presence is not unconstitutional.

Kharge also refuted social media claims that a video of RSS chief Mohan Bhagwat was a response to his letter. He clarified that his letter was dispatched and made public on June 15, while Bhagwat's interaction occurred on June 13 or 14.

Kharge's Arguments for Legal Oversight

Kharge stated that the RSS has every right to function as a cultural organization, but it cannot simultaneously wield extensive social and political influence while claiming no public accountability. He pointed to the RSS's network of over 2,500 affiliated organizations in India and abroad, donations flowing through its ecosystem, and taxpayer-funded security for Bhagwat and other functionaries.

“The only expectation is that it functions transparently and within the framework of the law, like every other organised body in this country,” Kharge wrote. He added that no institution, regardless of its age or influence, should consider itself beyond legal accountability.

He also rejected comparisons between the RSS and Hinduism, noting that the RSS is only 100 years old and no government has asked any religion to register. “The RSS cannot be considered to be representing any religion,” he said.

BJP's Counterattack

Leader of the Opposition R Ashoka accused the Congress of lacking moral authority to question the RSS. He alleged that the party has political ties with organizations like the Indian Union Muslim League and accused Kharge of defending those involved in pro-Pakistan slogans near Vidhana Soudha. “The RSS has dedicated itself to the service of Mother India for nearly 100 years without seeking anything in return. Questioning its legality and patriotism is not only laughable but also shameful,” Ashoka said.

Ashoka also claimed that Kharge was targeting the RSS to strengthen his position within the Congress and divert attention from his performance in portfolios like IT, Biotechnology, and Rural Development.

Support from Congress Leaders

Urban Development Minister Dr Yathindra Siddaramaiah backed Kharge, stating that the RSS functions on behalf of the BJP and should disclose its finances. “RSS is not just a cultural organization, it is an organization working on behalf of the BJP. The organization has assets worth crores all over the country. Crores of money are also coming in. They have to give an account of this. All the transactions have to be checked. Therefore, it should be registered,” he said.

KPCC President BK Hariprasad objected to Bhagwat's comparison of the RSS with Hinduism, saying it diminishes a faith with a history spanning thousands of years. “Hinduism is not the property of any one organization. It is a civilizational heritage that is bigger, broader and more inclusive than the RSS,” Hariprasad said.
