Himachal Driving Licence: Learner to Permanent, Step by Step

  1. Start with the official state portal, not a search ad. Open himachal.nic.in and navigate to the Transport department section. This is the state government's own site, so it is the correct starting point for anything related to a licence in Himachal. Avoid links from unofficial pages that ask for payment before you have even seen a form.
  2. Understand that there are two separate stages. A learner licence comes first, and a permanent driving licence comes later. You cannot skip straight to the permanent licence. The learner stage is a written or online test of road rules; the permanent stage is the actual driving test. Treat them as two different applications with two different appointments.
  3. Find the application form through the portal. The learner licence application and the permanent licence application are both handled through the official transport services route linked from the state portal. Do not download a form from a random website, because formats and fee details change. If a page asks you to pay a fee before showing you the form, close it and go back to the official site.
  4. Book your slot only on the official transport portal. Appointment slots for the learner test and for the driving test are released on the official transport portal linked from the state site. Slots are tied to a specific RTO and a specific date and time. If someone offers to "get you a slot" for a payment, that is not the official route. Confirm the current booking process on the official site before you travel.
  5. Carry proof of identity and proof of address. For the learner licence stage, you will typically be asked for identity proof, address proof, proof of age, and recent passport-size photographs. Keep originals and photocopies both. The exact list of accepted documents is set by the department, so check the current requirement on the official site rather than relying on an old list.
  6. Carry proof of age separately if asked. Age eligibility matters for both stages, and some categories such as two-wheeler without gear have different age rules. If your identity document does not clearly show your date of birth, carry a document that does. Do not assume one document covers every requirement.
  7. For the permanent licence, carry your learner licence. When you go for the driving test, you will need the learner licence you already hold, along with the application for the permanent licence and the same identity and address documents.   9. Medical declaration or certificate where applicable. Some applicants, particularly for transport or commercial categories, need a medical certificate in a prescribed format.   10. Do not trust fee amounts or test dates from third-party pages. Fee amounts, test formats, and validity periods are revised from time to time.
