November is the start of winter in the Manali valley, and this year the season is arriving on schedule. Rohtang Pass has not been officially closed for winter yet, fresh snow has already fallen at the Atal Tunnel, and more snow is forecast from 10 November — but travellers should not count on snow in Manali town itself.

Rohtang Pass and Atal Tunnel: the latest status

  • No official winter closure order for Rohtang Pass had been issued as of 2 November 2026, and the official permit portal showed no closure notice
  • Fresh snow fell at the Atal Tunnel north portal and Sissu on 15 and 25 October 2026
  • In past years, Rohtang has closed to tourist vehicles between early October and early December, and reopened in May
  • The Atal Tunnel (9.02 km) stays open for traffic to Lahaul even when Rohtang closes
  • Rohtang permit: Rs 500 plus a Rs 50 congestion charge for a car, capped at 800 petrol and 400 diesel vehicles a day

Manali weather in November

  • Daytime in Manali town: around 10–15°C; nights: around 0–5°C, colder towards the end of the month
  • 6–9 November: mostly dry and sunny, with daytime highs around 4–6°C at the higher reaches
  • 10–11 November: snow showers are forecast, with a 50% chance of snow on 10 November
  • 12–13 November: heavier snow is possible at the higher passes
  • Snow in Manali town is possible but not guaranteed — the higher areas around Solang Valley and the Atal Tunnel have much better chances

Tips for November travellers

  • After heavy snow, the administration may stop tourist traffic beyond Solang Nala or allow only 4×4 vehicles — check the status on the evening before you travel
  • Carry warm clothes, and plan to return from Sissu before dark
  • Check the official permit portal, rohtangpermits.hp.gov.in, and local news on the morning of travel
