The Government of India is launching the fifth Nationwide Digital Life Certificate (DLC) Campaign on 6 November 2026, making it easier for retired government employees to submit their annual life certificate without visiting a bank or office.

What the campaign does

  • The month-long campaign runs from 6 to 30 November 2026 and will cover more than 2,000 cities and towns across India
  • It promotes face authentication through the Jeevan Pramaan app, so pensioners can prove they are alive using their phone instead of travelling to a bank
  • Doorstep assistance will be provided for elderly and physically vulnerable pensioners who cannot use the app themselves
  • Union Minister of State Dr Jitendra Singh will formally launch the campaign at the National Media Centre on Raisina Road, New Delhi

Why it matters for pensioners

Every year, pensioners must submit a life certificate to keep receiving their pension. The Digital Life Certificate system, known as Jeevan Pramaan, lets them do this digitally instead of standing in queues. The campaign aims to raise awareness and help more pensioners — especially older ones — complete the process on time.

Who is running it

The campaign is organised by the Department of Pension and Pensioners’ Welfare, under the Ministry of Personnel, Public Grievances and Pensions. It is being run with public sector banks, India Post Payments Bank, UIDAI, the Ministry of Electronics and Information Technology, pensioners’ welfare associations and several government departments.
