The Vigilance and Anti-Corruption Bureau has registered a case against three people who got jobs in the Himachal Pradesh State Electricity Board (HPSEBL) using forged certificates. Two of them have been dismissed from service, and the third person’s resignation has been accepted.

The case was reported on 6 November 2026. The FIR has been registered at the Vigilance Police Station in Chamba on charges of cheating and forgery.

Who has been booked

  • Anil Kumar, a resident of Khani village, was appointed as a Junior Engineer in the Holi sub-division in 2022. He has been dismissed from service.
  • Vishal Kumar Chauhan, a resident of Balul, was appointed as a Junior T-Mate in the Dalhousie division in 2019. He has been dismissed from service.
  • Divesh Kumar, a resident of Dehra village in Chamba, was appointed as a Junior T-Mate in the Chamba division in 2021. His resignation has been accepted.

How the fraud came out

The three men had submitted certificates that the issuing institutions later denied. The institutions that denied issuing the certificates are the Karnataka State Open University, the Rajasthan State Open School and the National Institute of Open Schooling (NIOS).

When the board checked the documents, the institutions confirmed that no such certificates had been issued to these men. The Vigilance Bureau then registered the FIR and began its investigation.

This is not the first such case

The power board and the courts have acted on fake certificates before. On 28 February 2026, the Himachal Pradesh High Court (Justice Ajay Mohan Goel, in CWP 2908/2021, Sandeep Kumar versus HPSEBL) upheld the termination of a Junior T-Mate whose matriculation certificate came from an unrecognised board. That was a separate, earlier case, but it shows the same rule: a government job secured with a false or unrecognised certificate does not survive verification.

The message for job seekers is clear. Boards and departments now verify certificates with the issuing institutions, and a forged document can cost the job years after appointment — along with a criminal case.
