November is a good month to visit Himachal Pradesh if you like cold air, clear views, and fewer crowds. The monsoon is gone, the days are mostly sunny, and the nights are cold. But November is also the month when winter starts — so plan for cold mornings, warm layers, and changing road conditions in the high areas.
Weather in November
Shimla in early November is around 17 to 19°C in the day and 4 to 5°C at night, with mostly clear or partly cloudy skies and almost no rain in the forecast for 5 to 15 November 2026. Manali is colder: days around 10 to 15°C and nights around 0 to 5°C, colder at Solang Valley and beyond the Atal Tunnel.
Shimla town’s usual snowfall season is from the second half of December to mid-March, according to IMD’s historical records. Snow in Shimla or Manali town in November is possible but not guaranteed — do not build your whole trip around it. The higher areas, like Rohtang and Solang, have a better chance of snow.
Shimla, Manali and Dharamshala — what to do
- Shimla: Walk the Mall Road, visit Kufri for views, and enjoy the clear mountain air. Carry a warm jacket for the evening.
- Manali: Visit Hadimba Temple, Old Manali, and Solang Valley for paragliding and the ropeway. Keep one day flexible for a snow outing.
- Dharamshala: A good base for a 3 to 4 day trip, with monasteries, tea gardens, and mountain views. Pair it with Dalhousie if you have 6 to 7 days.
For a short trip of 3 to 4 days, stay in one base — Shimla or Dharamshala. For 4 to 5 days, choose Manali with Solang and an optional Sissu outing.
Roads: Rohtang Pass and Atal Tunnel
Rohtang Pass, about 51 km from Manali, may close in November due to snowfall and icy roads. One travel guide notes Rohtang is officially shut for vehicles from 15 November, though access has continued longer in some years — always check the day’s status before you travel. Apply for a Rohtang permit only through the official portal, rohtangpermits.hp.gov.in, and check the latest road status there.
The 9.02 km Atal Tunnel, opened in 2020, stays open through winter when Rohtang is snowbound, and gives access to Sissu and Lahaul. It is the safer alternative in November.
Festivals in November
Diwali is on 8 November 2026, Govardhan Puja on 9 November, and Bhai Duj on 11 November, as per the Himachal government calendar. The International Lavi Fair will be held at Rampur Bushahr from 11 to 14 November 2026, with cultural evenings, traditional food, and exhibitions of Bushahr’s heritage.
What to pack
Warm layers, a windproof jacket, a woollen cap, thermals and gloves for November to February. Mornings and evenings are cold even when the afternoon is sunny.
Check the latest weather forecast, road status, and your hotel booking before you leave — especially for remote places.
